Apprenticeship Funding Reforms for Non-Levy Paying Employers

All employers who have an annual payroll of less than £3m will not have to pay into the levy, but will still be subject to funding changes for apprenticeships.

In addition to the information on the main page, below are further details for non-levy paying employers.

  • The Digital Apprenticeship Service will not be available to non-levy paying employers until at least 2018. Employers will need to search on the gov.uk website for training providers and pay in the same way until the Digital Apprenticeship Service is accessible to you.
  • Co-investment is a requirement. Non-levy paying employers will need to co-invest 5% of the costs, with the government paying the remaining 95%.
  • Non-levy paying employers who take on apprentices who are 16 to 18-years-old, 19 to 24-year-old care leavers or those with an Education and Health Care Plan, will benefit from a 100% contribution from government to the cost of training.*
  • Non-levy paying employers will still be able take advantage of available government funding, which may include an employer contribution.
